
How Former Terrorists Are Reintegrated into the Society

Nigeria has adopted a controversial strategy to tackle insurgency in the North-East rehabilitating and reintegrating former terrorists who surrended.
The initiative, known as Operation Safe Corridor, was launched by the Nigerian government in 2016 as part of efforts to encourage terrorists to abandon extremism and return to civilian life.
Under the program, surrendered militants are taken to a rehabilitation facility in Gombe State where they undergo several months of deradicalization and vocational training.
The rehabilitation process focuses on three main areas: psychological counseling, religious re-education, and vocational training. Clerics and counselors work with the former terrorists to challenge extremist beliefs and promote moderate religious teachings. Participants are also trained in trades such as carpentry, tailoring, welding, and agriculture to help them earn a living after leaving the program.
Many of the former fighters were reportedly recruited as teenagers or forced into the insurgency during attacks on rural communities in states like Borno State, Yobe State, and Adamawa State. Some had spent years hiding in remote areas such as the Sambisa Forest before surrendering to the Nigerian military.
Government officials argue that the rehabilitation program helps weaken insurgent groups by encouraging defections while reducing the number of active terrorists.
However, the initiative remains controversial. Many victims of Boko Haram attacks have criticized the policy, arguing that those responsible for killings and destruction should face prosecution instead of rehabilitation.
Despite the criticism, authorities say reintegration remains an important strategy in ending the long-running insurgency in Nigeria’s North-East.
As thousands of displaced people attempt to rebuild their lives after years of violence, the success or failure of Nigeria’s rehabilitation program could play a key role in determining whether lasting peace returns to the region.
